Like that call/4-bet preflop line from the CO...I think he was dead-set on getting the money in. It reminds me of the old Super System limp/reraise. There is such a good chance that you're up against a pair here. Also, you're only going to draw out 1/4 of the time (A or K pair), so right there, you have to decide if AK is a bluff-catcher (he can draw out too, if he's behind, so you lose a little equity there). Pot odds are 3:1, so you only have to win 1/4 of the time, but still...I guess AK is in his range too, so you might be fighting for a chop.
What can the CO have that you beat? Maybe he got itchy enough to 4-bet AQ/KQ/AT. Even AJ/KJ/QJ is way ahead of you now (and AJ or KJ would have you reverse-dominated even if you hit). Other than that, if he's on a stone-cold bluff, I think you just have to wait for a better spot to snap him off. Do you have any info on him?

There is your problem. Raised too small and got stuck in an odd situation.
Pop it to 10-12bb. You’ll define your hand and he’ll shove or call pre. Decisions are easier though.
The CO could be running a Bluff cause you raised weak. Or could have a mid to high pair that was trapping. No way to know.
If you raised small to induce a crazy bluff, you have to call flop. Maybe he spazzed out w/ Q9s
